学生行为准则

这些标准的目的是确保安全, respectful and productive learning environment for VCCCD students, 工作人员, 教师和管理人员. In order for the colleges and the district to fulfill their mission of student learning achievement, all employees must feel secure in their work setting. Student conduct that negatively impacts the ability of students to meet their educational goals or employees to carry out their professional job responsibilities will be subject to the terms of this procedure.


Definitions: The following conduct shall constitute good cause for discipline, 包括但不限于移除, 休学或开除学生.

The procedures shall be made widely available to students through the college catalog and other means.  学生 who violate any of the following standards for student conduct while at the 区 office, 在大学校园, or during off-campus college-sponsored activities are subject to the procedures outlined in Administrative Procedure 5520 Student Discipline Procedure, except for conduct that constitutes sexual harassment under Title IX, 哪一项应在下面解决 Board Policy 3433 Prohibition of Sexual Harassment under Title IX. 

1. Causing, attempting to cause, or threatening to cause physical injury to another person;

2. 占有, 出售, 或者提供武器, 包括但不限于, 任何枪支的真实复制品, 刀, 爆炸性或其他危险物品, or any item used to threaten bodily harm without written permission from a 区 employee, with concurrence of the College President or designee.

3. 非法占有, use, 出售, 主动出售, or furnishing or being under the influence of any controlled substance listed in the California Health and Safety Code Sections 11053 et seq., 酒精饮料, or intoxicant of any kind; or unlawful possession of, 或提供, arranging or negotiating the 出售 of any drug paraphernalia, as defined in California Health and Safety Code Section 11014.5. (Use or possession of medical marijuana is not allowed on any college property.)

4. Committing or attempting to commit robbery or extortion.

5. Causing or attempting to cause damage to 区 property or to private property on campus.

6. Stealing or attempting to steal 区 property or private property on campus, or knowingly receiving stolen 区 property or private property on campus.

7. Willful or persistent smoking (including e-cigarettes or use of similar mechanisms) in any area where smoking has been prohibited by law or by regulation of the college or the 区. 

8. Sexual Assault or sexual exploitation regardless of the victim's affiliation with the 区.

9. Committing Sexual Harassment as defined by law or 区 policies and procedures. Engaging in harassing or discriminatory behavior based on 残疾, 性别, 性别认同, 性别表达, 国籍, 种族或民族, 宗教, 性取向, 或其他受法律保护的身份.

10. Engaging in harassing or discriminatory behavior based on 残疾, 性别, 性别认同, 性别表达, 国籍, race, 或种族, 宗教, 性取向, 或其他受法律保护的身份.  The 区's response to instances of sexual harassment will follow the processes identified in 董事会政策3430禁止骚扰 and Administrative Procedure 3430 Prohibition of Harassment.

11. Engaging in intimidating conduct or bullying against another student through words or actions, 包括直接的身体接触, 口头攻击, 比如戏弄或辱骂, 社会隔离或操纵, 和网络欺凌.

12. Willful misconduct that results in injury or death to a student or to 区 personnel of which results in cutting, 丑化, or other injury to any real or personal property owned by the 区 or on campus.

14. 作弊, plagiarism (including plagiarism in a student publication), or engaging in other academic dishonesty as defined by the CSSO.

16. Unauthorized entry to or use of 区/college facilities.

17. Lewd, indecent or obscene conduction or expression on 区-owned or controlled property, 或参加地区主办或监督的活动.

18. 从事淫秽的表达, 诽谤的, 或诽谤性的, or which so incites students as to create a clear and present danger of the commission of unlawful acts on 区/college premises, or the violation of lawful 区 administrative procedures, or the substantial disruption of the orderly operation of the 区.

19. 持续的, serious misconduct where other means of correction have failed to bring about proper conduct.

20. 未经授权的准备, 给, 销售, 转移, 分布, or publication of any recording or photography of an academic presentation in a classroom or equivalent site of instruction, 包括但不限于 written class materials, except as permitted by 区 policies or administrative procedures.

21. Violation of professional ethical code of conduct in classroom or clinical settings as identified by state licensing agencies (Board Registered Nursing, 紧急医疗服务局, 标题22, 维和官员标准和培训, 加州公共卫生部). 

学生 who engage in any of the above are subject to the procedures outlined in Administrative Procedure 5520 Student Discipline Procedure.
